Lucas, Half of what you're looking for is in the Portal Toolkit (search for PTK on www.zope.org)... sort of. :-) It's somewhat of a work-in-progress and it's seems to be becoming a community development effort. You may want to look at it. There is no standard mechanism for providing per-user space quotas currently. This may be something of a showstopper for you.
