CMF will do the job for you. It has a simple builtin publishing workflow that can be easily customized to fit your needs.

Find it at http://cmf.zope.org You can get there a framework for a content management system plus an implementation of that framework that should do what you're asking quite nicely. Plone is another implementation of that framework (somewhat descended from the CMFDefault), located at http://plone.org They will generally claim it's prettier and easier to use. I believe 'em. --jcc
