Alas, a red herring... application structure varies so wildly that making any "generic" comparisons is nearly impossible. I'll hazard that if you approach a Zope application in a "Zopish" way, and a "C" application in a "Cish" way, that the C application will be faster in performance, and substantially (orders of magnitude) harder to maintain. So you'll pay your price in man-power and lack of flexibility. Personally, I find hardware cheaper than people, both to find, and budget.
