[Zope] Zope Install Error Win32

I have received an error after installing ZOPE on a Windows NT server and trying to connect via browser. "PythonService.exe: Entry Point not found" "The procedure entry point RegisterServiceCtrlHandlerExW could not be located in the dynamic link library ADVAPI32.dll" Am I missing a dll or need to update it? Thanks for any suggestions Dave Silsbee
