[Zope] copy acl_users from one Zope installation to another

Hello, I moved my Zope application to another hardware, update Zope from 2.4.0 to 2.4.3 and made some chnages to the application. After finishing the beta period I would like to copy all users from the old installation to the new installation. For testing I tried to export acl_users but that didn't work. As Manager and Owner I didn't have the permissions to do so !? How can I transfer the user accounts?
