[Zope] Cyrillic Characters in URL

Okay, I'm baffled. I have a physician that wants to use FreePM (http://www.freepm.org:8080) with Cyrillic characters. I use names of people, drugs and other descriptors as object ID's "everywhere"! I thought that setting the correct character set would allow these characters to be used in URL's. He tells me that he can't create a folder in the management interface with a cyrillic character as the ID. Is this part of the Splitter.c problem? A lack of understanding on my part? His setup?
