[Zope] anonymouse ftp access only

I would like to setup the ftp server for zope so that it allows anonymous access only. IE no user can login with ftp. I have been working with M2Crypto and will be redirecting all http logins through https so ftp is the only other security hole. I do want people to be able to batch download some files from the site and they seem to prefer ftp.
