Go to http://www.zope.org/Products/ and look for a product called LocalFS or something like that. It does exactly what you want. I have successfully used it for MRTG graphs.

Well, as I see it, he can use either ftp (the built-in ftp server, usually on port 8021) or WebDAV. DAV can be accessed with MS Office 2K, IE extensions (WebFolders) and other tools. Other options probably exists as well.
