I don't think it's permenantly halted, the main project leader is on paternity leave.

Work on ReplicatedStorage will be delayed until work on ZEO 1.0 and ZEO 2.0 is finished. ZEO 2.0 will be the basis for ReplicatedStorage. --kyler
