Yes, quite sure. They are both DTML Docs. More experimentation shows that simply creating a dtml document: /test/hello containing text like <html><head> <title>hello</title> </head> <body>Hello</body></html> Won't give me a base tag. So what inserts the base tag? What criteria does it use to make this decision? Grepping the source wasn't very useful, nor was searching the Zope Book.

Are you sure that not one of them is a DTML Method?
