I had this problem. I believe the step that fixed it was statically compiling mod_rewrite into Apache. By default (with 1.3.4), it was loaded as a DSO. Chad Fowler Service Informatique Chsr wrote:

even if I write the RewriteRule, it always end up in "you are not allowed to access this ressource.
