I do not know what the reasons is. I do know that when the book hits the shelf, it will go under an open content license and we will be free to distribute it in a myriad of flavors and you will have the freedom to do with it what you please (according to the license).
I'll be purchasing multiple copies of the Zope book for my shop regardless.
