Intuitively, this is a "resource" and is to be found at Resources, linked from the top of the page.
You have to let the users decide what is easy to find and what's hidden. If people aren't finding the archives, then they must not be located properly. (Of course, I don't know where the *right* place would be.)

Well, I can only speak for myself, and maybe for a couple of other people, and for Captain Jhonson, but back when I was a newbie (last Friday) and I was looking for Zope information, I hit the Documentation link first, followed closely by Resources. IMHO suggesting that the archive link is misplaced is silly. Consider the newbies posting questions to the list which they can find answers for easily by doing a search on zope.org. Would you say the Search field is too hard to find and needs to be moved? (Tim - don't be offended, this is not directed at you).
