You ae referring to the HTTP-header. That has absolutely nothing to do with HTML, and should not be referred to as an HTML-header. However, the stuff between <HEAD> and </HEAD> is also a header, and it's a part of the HTML spec, and it does therefore seem to be reasonable to call this the "HTML-header", as opposed to the "HTML-body". This usage seems to be quite reasonable and common to me.
