Localizer not showing up in dropdrown-nox

      Question about Localizer: 
it's installed in the Products-folder, 
it shows up in the ZMI-Control-Panel without errors, 

but it does not show up in the ZMI drop down box to add it to a Plone Site.
What's wrong?

I'm using Zope 2.6.1, CMF 1.3.2
