standard_error_message strangeness ..

      I just (after much frustration and fruitless searching..) discovered
that standard_error_message wraps some default tables and errors
around itself if it starts with :
 <html xmlns="http://www.w3.org/1999/xhtml" lang="en" xml:lang="en">
 instead of just
 <html>

Is there any reason for this ?
