When I analyse DHTML files from zope site, I found BASEn, URLn uses to define URL. Is it the right way to do it or is there more fun one? What's Excatly URI means? FR

It depends on what you want to do. URL, URl1, .... and BASE, BASE1, ... are useful when you need to generate absolute URLs. You can also use relative URLs.
