No problems here right now. However it could just be the specific server you hit at that specific instance. IIRC zope.org is several machines.

Yes, this appears to be a default error page that M$IE generated on its own when the request timed out and has nothing to do with zope. Either there weren't any servers available, the url was wrong, or there was a connectivity issue.
