I just remembered something: I had a similar problem with a zwiki site when using a misconfigured SiteRoot. You don't happen to have a SiteRoot around, do you? I have the problem and its solution somewhere in my mail archives...

The problem is seen on two Zope sites,one with siteroot and one without cheers David
