I can't reproduce this in 2.1.3. I suggest upgrading to the latest release. I should note that I'm a little surprised that Zope accepted a date like 30.12.1999 (or 30.12.2000). In this case, the value is unambiguous because the day is >12. A date like: 1.2.1999 would be interpreted as Jan 2 in the US, but Feb 1 in Europe.
