Anyone have any idea why the archive indexes are essentially useless?

Uhhm, no but you could try http://zope.nipltd.com/public/lists.html just take not about the search syntax, it differs from the syntax of google and altavista - it defaults to substring search if you search for "nt service acl_users", I'm mentioning that because I can't get it in my dumb head myself. I tried "nt and service and acl_users" and got some hits ... HTH, oliver
