Of course it makes sense. Think of a multi-lingual school, where parents speak more than one language, and different groups of kids are taught in different languages. (My daughter's school is such a school). Content on any single page can be in more than one language.
Hmmm, you need to look at one all-encompassing character encoding then. I'm not sure HTTP supports more than one character encoding per page, so you could be in for a hard time ;-)
So, site users get one 'extended character set' language and ASCII. Period. It is a bit restrictive.
