Yes, but not easy to set up for the average Windows user. And it's not optimal - see http://sites.inka.de/sites/bigred/devel/tcp-tcp.html I admit that using a Unix system would be not easy for the avarage Windows user too :) But the effort put into finding solutions for Windows could be put into learning Unix.
