Using <dtml-raise Redirect><dtml-var URL1>/index_html</dtml-raise> as dtml method, it seems to work.

It's not what we intended, but just as good as (only our maintainers have to learn that they should use index_html for all new pages).

I'm not sure, but you could try: <dtml-return index_html> or maybe with quotes or some such...
