It sounds to me like the Zope Content Management Framework might work for this kind of thing very, very well (you are essentially looking to create a community-oriented portal, which is something CMF does "out of the box"). If you need resources on how to set up CMF I just got the ZOPE Web Application Construction Kit from Sams Publishing isbn:0-672-32133-5. I haven't had a chance to do in depth reading but in skimming it seemed to have a good bit of information on setting up CMF.
