[ZF] Membership agreements

I've posted the membership agreements at:

We need to get members so we can elect a board!  (Actually, some kinds
of members get to appoint board members.)

Committers need to submit membership agreements in addition to
committer agreements.   Please submit your membership agreements
as soon as possible.  The methods should be used as with the
committer agreements:

If you prefer, it is acceptable to send just pages 1 and 9.
