Why on the list and not via some web-based survey?

Well, no, somebody has to maintain the tech infrastructure.

If there's money, why not.  Python 3 porting seems the most important of
these.  After that, documentation.

No.  I've barely enough time/motivation to fix test failures when I
notice them.  (Thank you buildbots, and Travis CI.)
