[ZF] Special meeting in 1 hour, final text of the motion

Hi all,

We're meeting in a little under an hour on Freenode, at #zope-foundation

I've attached a final version of the motion we'll be voting on, it's a
little simpler than the draft one I sent so that it better complies with
what Delaware wants. Some of the implementation detail has been split out
into a separate motion for the board, but it's all still there.
