[Grok-dev] First grok package

Hi all,

After around 20 hours development time (as loosely timed with Gnotime)
I've a grok package. The package offers I18nSite, I18nSection and
I18nDocument.

Not having delved deeply enough into eggifying packages it is a simple
python package.
