Well, I agree with you, but for the moment grokcore.viewlet is the only
component which use it. And, I don't think there is other components
than viewlets which use it in grok (maybe I am wrong), so we can safely
assume that it's the first best place to put that directive. The second
best place would be grokcore.component. After I don't see any usage of
order alone, at least for the moment.
After we can still move that directive, yes, I don't see any problem to
that (or any problem which may need changes in user code which use it).
