I think the "right now" workflow should be to post it here on the 
mailing list and let Steve integrate things. This is so we make progress 
without being held up by possible technological improvements (we always 
think of those).

On the medium term we could consider either the Plone Software Center 
which Santiago is suggesting, or making this a part of our "official" 
documentation and moving it into SVN. Or a grok app that does this. :)
