[Interface-dev] Separate zope.interface package

I've just published a separate release of the zope.interface package to make 
it more accessible for people who don't need an entire Zope 3 distribution.

I've given this release the version number 3.0.0b1, to reflect that it's a 
parallel to the Zope X3 release; further releases will be made directly from 
the Zope X3 release tags (this release is from the Zope X3 3.0 maintenance 
branch, but has it's own tag).

This is a separate distribution of the zope.interface package used in
Zope 3, along with the packages it depends on (zope.testing and the parent 
zope package).

The distribution is a standard distutils package; see the README.txt in the 
distribution for instructions on building and installing the software.
