Aha, a job for me :)

The PHP manual is available at http://www.php.net/docs.php3 and it's
well worth checking out. The base format is DocBook (SGML). Many
formats are provided for viewing & download, including fast no-frills
formats & translations.

CVS is used to provide & control access to the files. An account is
required to commit changes. The cvsweb CGI program allows web browsing
of the CVS repository contents.

They have a good addition to this basic setup: notes (errata, comments)
can be appended to any page of the manual by anyone reading the
annotated web version (just link the "add note" button & supply an
email address). These notes are periodically reviewed and incorporated
into the manual proper as appropriate.

There is a PHP-driven web interface for browsing & editing notes. A
CVS account is required for the latter. Account holders can also
comment on & close items in the bug database.

There is a quick reference page linking to all language keywords. The
site uses nice dynamic html popups which allow fast keyword lookup,
searching etc. from anywhere in the manual.
