[Zope-CMF] plone password policy

Hello all,

Plone 0.9.9
Zope 2.5.1
Win2k

I changed the password policy to "generate and email 
members' initial password," am am running into problems 
with the initial login screen.  The "Welcome / change 
password because it is your first login here" screen 
appears even for users who have previously accessed the 
site, and the change password function will not work.  Can 
any of you help me out?
