Hmmm. The current behaviour *is* logically consistent, which is good by me, 
*except* that it is counterintuitive because most search engines return 
nothing for an empty search, and intuitivity is defined, IMHO, by what 
people have learned to expect (hence "intuitive graphical user interface" = 
"GUI which behaves the way that other software the user is familiar with 
behaves").
