[Zope-CMF] local owner role and ownership

I have a (Plone) folder /test owned by user 'john'. I can verify
this ownership in the ZMI. However, when I enumerate the roles in
this context, 'Owner' is not part of these. I have to specifically
add a local role 'Owner':john to /test to make roles in this context
include the Owner role. Is this expected behaviour? Why? Or am
I doing something wrong?
