A suggestion:

could there be a way in the API to know what kind of portal based on CMF 
has been instanciated (CMF 1.3, CMF1.4, Plone(1/2), CPS(2/3), ... )
I can't find a consistent way to identify types of portals and their 
respective versions

CMF Sites are identified as "CMF Sites"
CPS2 sites are identified as "CMF Sites"
Plone2 sites are identified as "Plone Sites"
CPS3 sites are identified as "CPSDefault Sites"

It would be enough to have:
- a vendor identifier
- a portal product identifier
- a major version number
- a minor version number

Plone2 has some valuable information in the portal_migration tool but it 
is not cross-platform.
