[Zope-CMF] [GenericSetup] Expat parsing error although XML is correct

Hi there,

GS complains about my configure.zcml while registering a GS profile in my
policy package.
However the configure.zcml is perfectly fine and has a proper XML syntax
(validated with xmlwf and xmllint).
I am confused by this expat behavior:
