Break the policy when conformance to it is a significant burden.  In
this case, it only affects sites running in debug mode;  the downside is
that people who have installed broken products will need to remove them
before restarting in debug mode, which is hardly a burden (they can't be
depending on any behavior supplied by such products).  This is actually
a win even for them, as it draws their attention to a "smoking gun"
inside their setup.
