[Zope-Coders] Disabling MS-Author-via=DAV

We badly need a "DAV czar" for Zope (2 & probably Zope 3 as well,
as the core issue is the same).

Lack of Someone Who Cares Deeply about DAV has led to a situation 
where every DAV-related change tends to be a reaction to some 
specific pain, and often a fix for one client can lead to a new 
problem with another client.

We really need someone to maintain an overall grasp of all of the 
issues, a list of "supported" clients and a test suite to prove it. 

A good first step would be a matrix of the DAV clients we care about, 
and the current Zope interop status.
