Setup:
http://123.123.123.123:8001 - Normal Zope Installation
http://123.123.123.123:8002 - WebDAV port

There are two directories - site1 and site2.

There are two users.  JohnDoe is a Manager only on site1, and Jane is a Manager at the root level.

JohnDoe needs WebDAV access to site1, but gets authentication errors.  Jane, however, can get through fine.

Expected behavior:
JohnDoe gets WebDAV access to site1 via http://123.123.123.123:8001/site1 and http://123.123.123.123:8002/site2 .
