FileCacheManager - Add: Create a new FileCacheManager instance

  Description

    The FileCacheManager allows caching of rendered content on the 
    file system, similar to the way other "real" caches such as 
    Squid do.

  Controls

    'Id' -- The ID for the FileCacheManager instance.

    'Title' -- The (optional) title.
