I did use Dia and tedia2sql. It's probably not comparable with Oracle Designer or other grown CASE tools, but good enough for the basic things ASA you get used to it.
Maybe you'd take a look at the current discussion on the tedia mailinglist about building a dedicated DB-CASE shapeset for Dia, which would improve the possibilities significantly.
