[Zope-dev] Increased community participation in collectors

We've changed the Zope issue collectors so that any authenticated
(logged-in) visitors can comment on issues, not just collector staff and
the requester.

This is all in the pursuit of quality information flow - some of you have
asked for the ability to include your illuminating experiences and/or
solutions to existing issues, now you can.  Please be discrete with this -
"me too"s can drown out crucial info.

Currently, all the collector.zope.org collectors have
authenticated-visitor commenting enabled:

  http://collector.zope.org/Zope3-dev
  http://collector.zope.org/ZopeOrg
  http://collector.zope.org/ColDev

Commenting in an issue does not "subscribe" you to the issue - that may be 
spiffy idea, but it'll have to wait for another day.
