I wouldn't hold my breath on getting agreement on a keyword vocabulary. 
  Still, if you think it is possible, then give it a shot.  However, I'd 
like us to set a deadline: if the keyword vocabulary doesn't show up by 
this Friday, then chances are it won't show up within the next month.

I personally don't consider a two-pass arrangement (first create a 
smaller pile of relevant How To's, then catalog the smaller pile in the 
second pass) to be a burden.

In fact, I just read the zope thread and saw bak mention that we can 
rate the how to's immediately using my-zope.org.  Let's do it that way 
-- simple, immediate, requires not a single whiff of programming.  We 
just need volunteers.
