[Zope] Using Stylesheets

I'm trying to use a stylesheet in a Zope html header.  It keeps choking on
it.  If I transfer the html as it works in my current system, it doesn't
work. It also doesn't work if I import the file  and use dtml-var base.css
in the appropriate place.  Is there something obvious I'm missing?
