This is a relic of how you have your internet connect setup in IE. To fix:
-Go to internet properties (Tools->Internet options)
-5th tab over is Connections
-Choose 'Never dial a connection'
-Click OK
Now IE won't force you to connect to the Internetjust to work with your Zope
install, but you will need to establish your internet connection manually.
