[Zope] Can't Add Users!

I just re-installed Zope. I can add users and all *appears* to be in order. 
But when I go to log in as said users I CANNOT. Sometimes I can log in as a 
user other than superuser but *only* if that user has manage capabilities: 
not owner. What on earth is going on?
