[Zope] ZPyGreSQLDA under Windows 2K

Has anyone been able to get ZPyGreSQLDA to work under W2K?

I have finally been able to compile the product and it has been a hit and 
miss process to get it to work.  Well it still isn't working and I am 
getting this traceback for the product:

I have PostGreSQL running under CygWin on the W2K box and it is accessible.

If anyone has had experience with this under Windows I would appreciate any 
insite.
