Do not use the "mailto" attribute, use the
"To:" header in the send mail, similar to:

      <dtml-sendmail mailhost=...>
      To: <dtml-var expr="_.string.join(address_list,',')">
      ....

ATTENTION: This is indented only for readability. In your
  DTML code, "To:" must start in the first column!
